For most applications, the colors are simply aesthetic. They are not taken into consideration in performance.
No, it is not recommended to layer the tapes, because they have a higher risk to fall. Every contact surface between layers makes an individual potential failure point. Using a single layer of tape has two contact surfaces, and layering two tapes adds an extra surface between the two layers of tape.
Besides the extra potential failure points, there is still a compatibility issue. Nano tapes are commonly made of acrylic or silicone. If layering them with rubber-based tapes, the two adhesive layers might cause a weak bond, and some might contaminate or even resolve each other.
It depends on the applications. The backing layer of double-sided poster tapes is mostly PET film or polyurethane foam. They barely conduct electricity and accumulate static charge, especially in dry environments.
